The Pope surname was that of the second husband of his mother, but it is not known if Richard was legally adopted by him.

(The JerryTatum81 family tree website lists Richard's birthplace as Elk Point, Sasketchewan, Canada. That is believed to be an error.) He was baptized on 19 March 1950 in Edmonton, Alberta Province, Canada.⁷³⁵ He may have been baptized at the Ukranian Catholic Church, which was a few blocks from his home. It is believed that his mother's ancestors were Ukranian. He emigrated on 5 April 1950 from Edmonton, Alberta Province, Canada.⁷³⁵ His emigration document states that his "Last Permanent Residence" in Canada was 10350 155th Street (NW) in Edmonton and his nationality was Irish.

He and his father and mother arrived in America at the US Customs and Border Protection Station in Sweet Grass, Toole County, Montana. On 5 August 1968 Richard was a Retail Salesman for Sinclair Refining in Milwaukee, Milwaukee Township, Milwaukee County, WI.⁷²⁷ He lived in Milwaukee, Milwaukee Township, Milwaukee County, WI on 5 August 1968.⁷²⁷ at 4000 South 5th Place. He served in the military between about 1972 and 1989.⁷³² It is believed that he joined the U.S. Marines some time after his marriage in 1968 or his divorce in about 1971.

On 6 October 1989 he was awarded the Navy and Marine Corps Commendation Medal by the Commandant of the U.S. Marine Corps for "Meritorious Action." The award may have been for action that resulted in his death, which occurred on 15 December 1989. There is a military hospital in Clayton, Georgia, and he may have been undergoing treatment there when he died.

His rank was Gunnery Sergeant, so he moved rapidly up the chain of command to reach that rank in 17 years or so. A Gunnery Sergeant (E-7) in the United States Marine Corps is a specialized non-commissioned officer who manages firepower and logistics for a company-sized unit of Marines. The rank of Gunnery Sergeant is unique to the Marine Corps. Richard lived in St. Petersburg, Pinellas County, FL in 1985.⁷³⁶ (According to the obituary of his step-father, Robert Lee Pope, Richard resided in St. Petersburg at the time of Robert's death.) According to an Oak Creek police report, a witness said Broetzmann backed his truck into a motorcycle that was legally parked in the Saloon lot. The accident caused moderate damage to the front and left side of the motorcycle.

Officers arrived at the scene and found Broetzmann to be intoxicated, the report said, and took him to the hospital for a blood draw. According to a criminal complaint, he had a preliminary blood-alcohol content of .23.". The funeral service will be held at 2:00 pm on Saturday, March 21, 2020 in the funeral home chapel, with Bro. Matthew Brown and Bro. Matthew Popham officiating.
