He was born on Dec. 11, 1835, in New York state, the son of Napthali and Hannah (Hall) Webb. The Webb family descended from 3 brothers of that name who came to America from England in the early days. The grandfather of Franklin, Libeous Webb, settled in Connecticut and was a soldier in the Revolutionary War. Napthali Webb was born in Connecticut and was one of a family of 5 children. They moved from there to Oswego County, New York, where they lived until sometime during the fifties, when Napthali, with his family of 4 children, moved to Jefferson Co. Wisconsin, and lived there until his death at the age of 94. His method of farming and his business dealings with his neighbors won for him the confidence and esteem of all who knew him. Both he and Mrs. Webb are members of the Methodist Episcopal Church.
