In 1902 he was a State Representative in North Dakota.^56,59 "Herman Scheer, Jr. was a State Representative to the Legislature from Wells County in 1902 and in 1904. In 1908 he was a Presidential Elector and was selected to carry the official election returns from ND to Washington, D. C. His wife accompanied him on the trip.
